Parental Choice Programs

2023 K4 PhotoLUMIN Schools is a proud participant of the Milwaukee Parental Choice Program, Racine Parental Choice Program, Wisconsin Parental Choice Program, and the Special Needs Scholarship Program. These programs enable qualifying families to receive FREE tuition to private schools through a state-funded voucher. All seven of LUMIN Schools' campuses participate in one or more of these programs. The Department of Public Instruction has created an overview document and a FAQ document that are great resources as you navigate the enrollment process. We've included some of the information from these documents below. 
Acceptance into MPCP means students receive free tuition to any one of the schools participating in the program. The following LUMIN Schools participate in the MPCP:
  • Granville Lutheran
  • Northwest Lutheran
  • Pilgrim Lutheran
  • Saint Martini Lutheran
  • Saint Peter-Immanuel Lutheran
 
To be eligible, students must reside in the City of Milwaukee, in a household that meets the income requirements set by the program. Continuing students and students on a MPCP prior year waiting list are not required to meet income limits. To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. Once this is complete, the parent or guardian must provide proof of residency (utility bill, paystub, government correspondence) and proof of income (2022 taxes) to the school where he/she applied.
 
The LUMIN Schools enrollment period for the 2023-24 school year is as follows:
February 1-20
March 1-20
April 1-20
May 1-20
June 1-20
July 1-20
August 1-21
September 1-14
December 1-January 8
 
Participating schools are not obligated to accept a student if the desired grade is full. When a particular school reaches its capacity in one or more grades, it adds students to a wait list. Every year, many students on the wait list receive seats at the school of their choice. Parents with children on a wait list are encouraged to keep in communication with the staff at the school for this very reason.
Acceptance into RPCP means students receive free tuition to any one of the schools participating in the program. The following LUMIN Schools participate in the RPCP:
  • Renaissance Lutheran - Taylor
  • Renaissance Lutheran - Villa
 
To be eligible, students must reside in the City of Racine, in a household that meets the income requirements set by the program. Continuing students and students on a RPCP prior year waiting list are not required to meet income limits. The student must also (1) be applying to grades K4, K5, 1 or 9, OR (2) meet one of the following prior year attendance requirements: (a) attended a public school in Wisconsin, (b) attended school in another state, (c) was not enrolled in school (includes homeschooled students for the entire prior school year), (d) participated in the MPCP, RPCP, or WPCP, (e) been on a MPCP, RPCP, or WPCP waiting list, OR (3) applying to the WPCP and on any prior year WPCP waiting list in 2015-16 or later due to a school district enrollment cap.

To be eligible, students must reside in the State of Wisconsin, but cannot be assigned to the Milwaukee Public Schools or Racine Unified school districts. In addition, students must live in household that meets the income requirements set by the program.


Students applying for the WPCP must:

1. be applying to grades K4, K5, 1 or 9; or
2. meet one of the following requirements for the 2022-23 school year: 
                (a) Attended a public school in Wisconsin
                (b) Attended school in another state
                (c) Not enrolled in school (includes students that were homeschooled for the entire 2022-23 school year)
                (d) participated in the MPCP, RPCP or WPCP;
(e) on a MPCP, RPCP or WPCP waiting list; or
3. are applying to the WPCP and are on any prior year WPCP waiting list in 2015-16 or later due to a school district enrollment cap.
 
To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. Once this is complete, the parent or guardian must provide proof of residency (utility bill, paystub, government correspondence) and proof of income (2022 taxes) to the school where he/she applied.
 
The WPCP enrollment period for the 2023-24 school year begins February 1 and lasts through April 20, 2023. This is the shortest enrollment period of all the programs. Don't wait to secure a seat for your child.

The Special Needs Scholarship Program (SNSP) allows a student with a disability, who meets certain eligibility requirements, to receive a state-funded scholarship to attend a participating private school. Participating students must have an active Individualized Education Plan (IEP). Students may continue participating in the program as long as they have an IEP and attend an eligible school until they turn 21 or graduate high school, whichever comes first.

Students may apply for the SNSP for the 2021-22 school year from July 1, 2021 to June 30, 2022. Applications and related resources for the 2023-24 school year will be available in June 2023.
