Parental Choice Programs

LUMIN Schools is a proud participant of the Milwaukee Parental Choice Program, Racine Parental Choice Program, Wisconsin Parental Choice Program, Special Needs Scholarship Program, and the Indiana Choice Scholarship Program. These programs enable qualifying families to receive FREE tuition to private schools through a state-funded voucher. All eight of LUMIN Schools' campuses participate in one or more of these programs. The following is important information about each program, including how to submit an application.
Acceptance into MPCP means students receive free tuition to any one of the schools participating in the program. The following LUMIN Schools participate in the MPCP:
  • Granville Lutheran
  • Northwest Lutheran
  • Pilgrim Lutheran
  • St. Martini Lutheran
 
To be eligible, students must reside in the City of Milwaukee, in a household that meets the income requirements set by the program. To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. Here are step-by-step instructions for completing the online application. Once this is complete, the parent or guardian must provide proof of residency (utility bill, paystub, government correspondence) and proof of income (2019 taxes) to the school where he/she applied.
 
The LUMIN Schools enrollment period for the 2020-21 school year is as follows:
February 3-20
March 1-20
April 1-20
May 1-20
June 1-22
July 1-20
August 1-20
September 1-14
December 1-Jan 5
 
Participating schools are not obligated to accept a student if the desired grade is full. When a particular school reaches its capacity in one or more grades, it adds students to a wait list. Every year, many students on the wait list receive seats at the school of their choice. Parents with children on a wait list are encouraged to keep in communication with the staff at the school for this very reason.

  • Renaissance Lutheran - Taylor
  • Renaissance Lutheran - Villa

To be eligible, students must reside in the State of Wisconsin, but cannot be assigned to the Milwaukee Public Schools or Racine Unified school districts. In addition, students must live in household that meets the income requirements set by the program.


Students applying for the WPCP must:

1. be applying to grades K4, K5, 1 or 9; or
2. meet one of the following requirements for the 2019-20 school year: 
                (a) Attended a public school in Wisconsin
                (b) Attended school in another state
                (c) Not enrolled in school (includes students that were homeschooled for the entire 2019-20 school year)
                (d) participated in the MPCP, RPCP or WPCP; (e) on a MPCP, RPCP or WPCP waiting list; or
3. on any prior year WPCP waiting list in 2015-16 or later due to a school district enrollment cap.

To apply for the program, a parent or guardian must visit the Department of Public Instruction website to submit an application for one or more participating schools. Here are step-by-step instructions for completing the online application. Once this is complete, the parent or guardian must provide proof of residency (utility bill, paystub, government correspondence) and proof of income (2019 taxes) to the school where he/she applied.
 
The WPCP enrollment period for the 2020-21 school year begins February 3 and lasts through April 16, 2020. This is the shortest enrollment period of all the programs. Don't wait to secure a seat for your child.

Parents with children on a wait list are encouraged to keep in communication with the staff at the school for this very reason.
The Special Needs Scholarship Program (SNSP) allows a student with a disability, who meets certain eligibility requirements, to receive a state-funded scholarship to attend a participating private school. Participating students must have an active Individualized Education Plan (IEP). Students may continue participating in the program as long as they have an IEP and attend an eligible school until they turn 21 or graduate high school, whichever comes first.
 
The following LUMIN Schools participate in the SNSP:

  • Renaissance Lutheran - Taylor
  • Renaissance Lutheran - Villa
 
Students may apply for the SNSP for the 2020-21 school year from July 1, 2020 to June 30, 2021. Applications and related resources for the 2020-21 school year will be available in June 2020.

Ascension Lutheran Christian School (ALCS) is a participant in the Indiana Choice Scholarship Program. To be eligible students must meet both income criteria and qualify for a scholarship through one of several tracks. To make application for a Choice Scholarship a parent or guardian must provide basic enrollment information to the school office including proof of residency (e.g. utility bill, mortgage, etc.) and, for some families, provide proof of income.

 

To receive a full award, parents or guardians must make application to the Choice Scholarship program by September 1 of each year. Eligibility is determined each school year. Parents can make application for the 2020-21 school year beginning March 15, 2020.

 

The Choice Scholarship amount is determined by both household income and the student’s school corporation of residence. In most cases the Choice Scholarship covers all of the cost of tuition and fees for students at Ascension, although the actual award can range from $3,100 per year to the total amount of tuition and fees ($7,175 for the 2020-21 school year).

Most families will qualify for some amount of a Choice Scholarship at ALCS.

 

INCOME VERIFICATION:

Children who are included in the Indiana Department of Education (IDOE) Direct Verification System are deemed income eligible. Others must provide proof of income, usually last year’s Federal Income Tax Return (Form 1040). Additional verification may be required for other circumstances including household size (e.g. an older child living in the household) and income from sources not reported on this tax return (e.g. disability, child support, etc.)

 

TRACKS:

Children in households that meet income eligibility requirements must qualify for a Choice Scholarship through one of the following ways:

  • Received a Choice Scholarship (at ALCS or another participating non-public school) in the 2019-20 school year.
  • Received an SGO Scholarship at ALCS in the 2019-20 school year.
  • Attended a public school for the previous two semesters (including a Charter school).
  • Assigned by their residency to attend an F-Rated School.
  • A sibling received a Choice Scholarship at ALCS in the 2019-20 school year.

 

SGO SCHOLARSHIPS:

Children who do not qualify for a Choice Scholarship or who have a gap between the amount of their Choice Scholarship and the total of tuition and fees may be eligible to receive a scholarship through the Lutheran Scholarship Granting Organization (SGO) of Indiana. Parents and guardians make application for this scholarship when they apply for the Indiana Choice Scholarship.
